I know you go to edit photos and click on the photo and the button should be there, but its not. the only buttons are Use as Album Cover, Move Photo, Delete Photo, Tag Photo, and Customize Photo

That might already be your default pic.
Or if not you just have to go to the picture, and then click Set As Default.
